So the sign up for tours will take place check in.  No you do not need to be there at 6 am. Check in doesn't start till 8:30.  The park determines how many spots per tour they can reasonably handle.  From there they set up multiple time slots for the same tour.  If a tour slot is full just pick a different time.  The park usually has enough tour spots for everyone that is registered for con, but may limit you to only one ore two tours.  Depending on what the park is offering.  Yes time slots fill up, but very rarely do all the tours.  Hope this help ease your mind.
